For the time being, I tried to turn on index creation with mdutil from the terminal, and executed the following command.

 sudo mdutil -i on / 

Then

 Error: unknown indexing state. 

The creation of the index itself doesn't work because of the error ...

For the time being, it is not possible to execute “Repair Disk Access Rights” in “Disk Utility” or try to delete “/.metadata_never_index” which is an index suppression file.

Of course I also tried restarting my Mac.

Solved method

As a result, it was solved by deleting the following directory.

 /Volumes/Macintosh HD/.Spotlight-V100 

Spotlight-V100

The delete command is as follows.

 rm -rf /Volumes/Macintosh HD/.Spotlight-V100/ 

If you type the following command after deleting,

 mdutil -i on / 

Then

 Indexing enabled. 

And react!

And the ".Spotlight-V100" folder was recreated.
